An System Capability Measure is a system measure that can attribute a performance level to a system (for some task and task performance).
- AKA: Competency.
- Context:
- output: Ability Level.
- It can (typically) quantify System Performance through capability assessment.
- It can (typically) evaluate System Ability through measurement criteria.
- It can (typically) compare System Capability across measurement contexts.
- It can (typically) track Capability Evolution over measurement periods.
- It can (often) adapt to Task Domains through measure customization.
- It can (often) combine Multiple Measures into composite scores.
- It can (often) support System Comparison through standardized assessment.
- ...
- It can be supported by a Capability Assessment.
- It can be possessed by a Capable System (e.g. a Skilled Person, Organization).
- It can range from being a Major Capability Measure to being a Minor Capability Measure, depending on its measurement scope.
- It can range from being an Organizational Capability to being a Personal Capability, depending on its system type.
- It can range from being a Basic Capability Measure to being an Advanced Capability Measure, depending on its complexity level.

- Examples:
- Cognitive Capability Measures, such as:
- Processing Capability Measures, such as:
- Language Capability Measures, such as:
- Perceptual Capability Measures, such as:
- ...
- Counter-Examples:
- Process Throughput, which measures output rate rather than capability level.
- System Weight, which measures physical property rather than performance ability.
- Resource Measure, which quantifies available resources rather than system capability.
- Performance Metric, which tracks task outcomes rather than inherent ability.
