A Reference Certainty Estimate is a certainty estimate for a referencing item (in a reference relation) that actually refers to a given Referent (at some point in time).

- It can range from being a Binary Value (High/Low); an Ordinal Value (high/medium/low); or a Probability (99.95% σ0.01%).
